Property Assurance — Builder Checker

Foundation build. This service resolves builders across public registers (ABR/ASIC and state licensing) and returns register facts with a named source and fetch timestamp.

The free-check endpoint (POST /api/check) returns, for a confirmed single entity, register facts each carrying its own source and fetch timestamp — or an honest candidate list / structured no-match. It is served against documented fixtures until the live register backends are wired.
